Intelligence sharing, multi-million-dollar bounties, and surveillance of American citizens by EU countries are all on the table as the Trump administration advances its war on the specter of “Antifa”—a catch-all term for both radical activists and geriatric grandmothers opposed to what they perceive as rising global fascism.

The push to coerce European nations to aid in the surveillance and persecution of anyone opposing Donald Trump in the United States has been driven in large part by the president’s counterterrorism czar Sebastian “Dragon of Budapest” Gorka and officials within the State Department’s Bureau of Arms Control and International Security.

Last week, the Washington Post reported that Gorka and Secretary of State Marco Rubio were organizing a counterterrorism summit focused on international left-wing terrorism, premised on convincing EU countries to follow Hungary’s lead in designating Antifa and left-wing groups as terrorists.

This summer’s efforts follow a 2025 executive order designating Antifa as a terrorist organization and NSPM-7, a sweeping presidential memorandum directing the national security enterprise to focus on a laundry list of vague thought crimes, including “anti-Americanism” and “anti-capitalism.”

In November of last year, the State Department designated four European groups as terrorists: Antifa Ost, a German radical left-wing group; the Informal Anarchist Federation/International Revolutionary Front, an Italian militant group; Armed Proletarian Justice, a Greek anarchist group; and Revolutionary Class Self-Defense, another radical Greek outfit. (The State Department is offering a bounty of up to $10 million for tips leading to the financial disruption of any of these groups.)

The Washington Post’s reporting portrayed Europe’s spy and diplomatic counterparts as uninterested in aiding in the American war on left-wing activists, but under the anonymous quotes and guffawing, the reality is that MOUs between European nations and the United States already allow for a significant two-way stream of intelligence sharing to include left-wing threats.

All of the groups designated as FTOs by Donald Trump have committed acts of violence. Nonetheless, their reach is largely marginal even within their home countries, with the majority of violence targeted at their respective far-right counterparts.

According to three current and former intelligence officials, America’s new foreign terrorist designations open new powers for surveilling American citizens who may share distant connections to the language or symbology used by these groups.

The notable exception to the overstated risks posed by these organizations is in Germany, which traces a long history of left-wing terrorism that has continued from the 1970s, when the Baader-Meinhof Gang conducted kidnappings, bombings, and executions. Today, their legacy continues in the actions of Vulkangruppe, a far-left activist group that claimed responsibility for taking down the Berlin power grid and shutting off electricity to some 40,000 city residents in the dead of winter.

At the end of last month, Germany’s Interior Minister Alexander Dobrindt told reporters that “Leftwing extremism is on the rise again in Germany and poses a threat to public safety and order,” adding that the German domestic spy agency is surveilling and infiltrating multiple left-wing groups. As surveillance of left wing groups in Germany increases, so too will intelligence sharing with the U.S. on anyone and anything linked to them.

Back on the home front, the National Counterterrorism Center is prohibited from preparing or contributing to intelligence products that deal solely with domestic terrorism. But in its effort to follow the directives of NSPM-7, Deeper States has learned it has targeted the International Anti-Fascist Defense Fund, an “international” legal aid fund that has supported the legal defense of U.S. citizens.

As Trump rails against U.S. support for NATO’s defense budget, he would do well to add “euro weenies” spying on American citizens to his list of complaints. Under the next Democratic administration, the same expansive spy powers targeting the left are certain to be turned on his supporters in due time.
