Mapping The FBI's "Secret" Outposts

What's a guy gotta do to find a resident agency around here!

Below is an interactive map depicting the FBI’s resident agencies, or satellite offices. These outposts extend the Bureau’s reach out of the major cities where field offices are located into more rural parts of the country: areas that include tribal lands, bayou, tundra, and desert. I asked the FBI if they would provide me a list of their satellite offices, which are supposed to serve everyday Americans. They did not respond. So I found a listing from 2016, compiled by a bored working class radio operator, who coordinated each office location using public information and un-encrypted radio traffic. The list and map are largely based off this radio data. Although the bureau has since added RA pages to its field office websites, I wanted to showcase what one intrepid EMT can do with a scanner.

I’ve spent the past two years investigating the FBI and trying to wrap my head around how the bureaucracy works through the lens of one particular incident, from street agents up to senior FBI executives. That story is forthcoming this winter. But what I learned along the way is that the agency functions as a cross between a feudal kingdom and a European colony. Field offices are largely left to their own devices as long as they offer up tribute, sometimes fabricated, to their lords in the District.

Shocker: Coastal hubs like Miami, Los Angeles, San Francisco, and New York City pull major weight inside of the organization and take on the highest priority cases. But even these central hubs are isolated in many ways from the political winds of Washington and the proximity of FBI headquarters to Main Justice. The FBI director’s office is just a few hundred feet away from the Attorney General’s (who, remember, is appointed by the president…).

Lesser field offices and divisions in the heartland fester, isolated from both Washington and coastal hubs, they are constantly abandoned by the ladder climbers eager for the first flight out of flyover country. Needless to say, this does not create a culture of integrity. ( Conversely, I have repeatedly been told that agents are sent to Indian reservations when they fuck up).

I’ve talked to dozens of Bureau employees over the past two years, some of them liberal, who are sickened by the directives that come down from the DOJ (under both Trump and Biden) which are undeniably political in nature, and which, in the opinion of these agents and executives, degrade the FBI’s ability to stop crime and be taken seriously.

Meanwhile, the sprawling web of field offices outside of Washington are supposed to not only investigate your bread and butter crimes: robbery, rape, kidnapping, fraud, drug dealing, etc… but ALSO an entire suite of national security related issues to include proliferation, biological weapons, chemical weapons, terrorist financing, cyber attacks, panic attacks, foreign espionage, etc.

As the field offices are assigned more and more tasks, and slip farther and farther away from any real leadership directives, problems escalate. Supervisors start slipping, agents get disgruntled, priorities are muddied and garbled in the vast ocean of assignments, threats, and conflicting messages passed down from on high. In order to be promoted, an agent has to skip around from field offices to Washington every few years, creating a further schizophrenic gap between D.C. and the rest of America.

I have met many intelligent and clear eyed agents and managers in the Bureau over the past two years, but they all in their different ways talk about how the Bureau is fundamentally broken. They each have different prescriptions, but traced through their varied complaints is the problem of centralization.

The prevailing image most left wingers have of the FBI is a small army of G-men subservient to the political ideology of J. Edgar Hoover’s ghost. Throngs of black suited John Birchers, ordered into combat against protestors, minorities, and anything that twitches with the slightest opposition to conservative status quo. But this is not representative of the modern day FBI.

In fact, it’s just the opposite. The centralization of priorities and control wielded by Hoover has all but dissipated in the post 9/11 era. The combined national security and domestic crime mandates have led the FBI to weigh in too heavily on political issues like election interference or, under Patel, converting the bureau into an anti-immigration task force. Neither one of these changes is good for agent moral or fighting crime.

But before he was brought to his knees by the dual forces of Attorney General Pam Bondi and President Trump, FBI director Kash Patel actually talked a pretty good game: gutting the DC FBI headquarters, moving leadership away from Washington, increasing the FBI’s old school crime fighting mandate, and generally trying to put an end to the bureaus multiple personality disorder.

That platform has of course failed, given the near weekly scandals involving Jeffrey Epstein, immigration, leaks of sensitive national security information, and the feisty moods of Deputy Director Dan Bongino. Without a full scale overhaul, it seems that the Bureau’s medieval fiefdoms will continue to war and brood over their overloaded mandate and subservience to idiots in Washington.
